Thailand Launches Anti-Circumvention & AD Review On China’s Hot-Rolled Steel Plates

On November 3, 2025, Thailand's Department of Foreign Trade announced the initiation of an anti-circumvention investigation on hot-rolled steel plates from China, following the application filed by the domestic companies. The probe is to determine if Chinese exporters are making minor alterations to the product to avoid current anti-dumping (AD) duties.

The products involved are hot-rolled steel plates, alloyed and unalloyed, in coils and not in coils, with a width exceeding 1,600 mm or 3,048 mm. Six major Chinese producers, including Ansteel, Baowu Steel, Benxi (Bensteel), Hesteel (HBIS), Jingye, and Shagang, are involved.

Besides, the Department of Foreign Trade launched a mid-term review of the existing AD measures on hot-rolled steel plates from both China and Malaysia.
